Added code to enhance support for CGI scripts:
- Added HTTP_decode_string to HTTP_Helper class, to deal with
percent codes.
- Added cgi_, cgi_env_, and cgi_args_ data members to HTTP_Request,
and corresponding accessors.
- Added nice accessors to the important data members to simplify
other parts of the code.
