tests: Add new test case with given buffer
New test case is added in dlt-test-user to verify the behavior of
dlt_user_log_write_start_w_given_buffer() and
dlt_user_log_write_finish_w_given_buffer(). Currently macro usage is not
supported, so empty test case is added for macro test.
