Move unit test compat code out of `lib/ansible/`. (#46996)
* Move ansible.compat.tests to test/units/compat/.
* Fix unit test references to ansible.compat.tests.
* Move builtins compat to separate file.
* Fix classification of test/units/compat/ dir.
