Unofficial packaging should be maintained externally since
it is not tested in CI or used in the official release process.
Maintainers of unofficial packages are better equipped with the necessary
expertise and testing resources to support alternative packaging.

* replace pointless patch with PYTHON=python2
* simplify git describe command
* move pkgver() function lower, so build chroots can make use of it

These were totally wrong and somehow pointing to completely unrelated projects.

Added a README.md to explain the purpose of the directory
Fixed dependencies in PKGBUILD
Added patch to change python binary name for arch users, so they
don't end up using python 3 (python links to python3 by default on arch
linux).
