dejagnu: Allow AM_RUNTESTFLAGS to override default RUNTEST arguments
This fixes bug#25335.
* lib/am/dejagnu.am (check-DEJAGNU): Swap $(RUNTESTDEFAULTFLAGS) and
$(AM_RUNTESTFLAGS).
