maint: placate the space-TAB syntax-check
* cfg.mk (exclude_file_name_regexp--sc_space_tab): Exempt
tests/input.at and tests/c++.at, since they appear to use
SP-TAB sequences deliberately.
* OChangeLog: Remove space-before-TAB.
