Update KNOWN_ISSUES documentation
The bug mentioned in KNOWN_ISSUES was fixed in
2b3d8de11a536d668084ea6d2bf295da1d1cdc11, but the documentation was
not updated. Moreover, the header of KNOWN_ISSUES was 1.10-specific.
