This test didn't really result in IPO compilation, there are other
better tests for this.

Ancient CMake versions required upper-case commands.  Later command
names became case-insensitive.  Now the preferred style is lower-case.

Run the following shell code:

This creates an "IPO" test that builds some other tests as subdirectories
while enabling INTERPROCEDURAL_OPTIMIZATION.  See issue #9615.
