slippy: Enable internal pullup for recovery pin
The recovery pin input from servo is open drain and needs
an internal pullup enabled so it is not always low.

TEST=manual: ensure rec_mode can be turned off
$ dut-control rec_mode:off rec_mode
rec_mode:off
