Trogdor: Update the min operating power data
To reflect the number we measured, set the min operating power to 10W.

TEST=Using Pompom without battery,
* checked AP auto-boot when plugged a PD charger (>10W);
* checked AP not auto-boot when plugged a SuzyQ (7.5W).
