board: atlas: Set Accel at 0Hz by default
Atlas does neither need accelerometer for lid angle nor orientation.
Therefore put BMI160 in suspend when not needed by ARC++.

TEST=Check in EC console that sensor ODRs are 0 when host set frequency
to 0.
