spring: Fix a bug that ID_MUX is never switched back
If the user unplug video dongle before it is detected and handled, we
may be stuck with ID_MUX=1 and interrupt from TSU6721 disabled. This
essentially breaks charging.
BUG=chrome-os-partner:18997
TEST=Build and check charging port still works.
