cherry: disable PD logstabilize-14385.B-main
We found that disabling *all* console outputs makes PD response time
30% faster.
Since we can't disable all outputs, try to remove a few redundant
things first.
BUG=b:193753475
TEST=Measure the delay between Source_Cap and Request message.
15ms after this patch.
