brya: Implement board_is_dts_port
Brya only has one DTS (CCD) port. We do not want debug accessory support
enabled on non-CCD ports as that can have undesirable side-effects. In
particular, with debug accessory support enabled on the nct38xx TCPC,
some of its GPIOs revert to their primary function in the presence of a
debug accessory resulting in undesirable system behavior.
