asurada: lower hook priority for update_rotation_matrix
If we don't lower the priority, it may get the wrong board id. Then it
won't update the rotation matrix.
1. priority 1: update board id value
2. priority 2: update rotation matrix

TEST=DUT can pass all sensor related tests in factory toolkit
