Zephyr: Add initial code to enable Meteorlake RVP
Added in support for the initial Meteorlake RVP code base. This patch enables
minimal features in order to get the system to enter S0.

BRANCH=none
TEST=zmake mtlrvpp_npcx and verify system enters s0 on EC console
