asurada: keep vbat voltage when not charging
On asurada, Vbat is also used to supply power to the system.
This CL keeps Vbat outputs 6V even if battery not present. Otherwise,
Vbat will drop to VOLTAGE_MIN(~=2V) and causes system down.
