zephyr: subsys/ap_pwrseq: Add shutdown sequence and console commands
* This adds shutdown handling without monitoring signals.
* Adds console commands apreset, powerup, apshutdown,
powerinfo for debug.

BRANCH=None
TEST=zmake testall; make buildall; tested on brya, AP goes
to G3 with apshutdown command, boots up with reboot.
