TCPMv2: Ensure modes are exited on hard reset
When hard resets occur, partners must exit all alternate modes. We were
clearing mode information during sink startup and source startup, but
forgetting to actually exit the mode which could leave HPD asserted.

TEST=on guybrush, hard reset with monitor attached and observe that HPD
is cleared during the hard reset process
