board: Add reef_mchp board.
Create a new board reef_mchp based on production reef board
with original EC replaced with MEC1701 on interposer board.
BRANCH=none
BUG=none
TEST=Build and flash into board. Requires CoreBoot and
ChromiumOS rebuilt with cros_mec USE flag.
