ish: enter ISH ROM during reset prep
This is a temporary workaround based on PS1 of Hebo's CL:1684825. The
actual fix for b:136265450 should revert this.
The cost of this change is higher power usage when the system is
powered off.

BRANCH=R75,R76,master
TEST=Normally failed DUT comes back alive consistently with this
change.
