asurada: change option of EC's VCC to 1.8v
This CL changes config option of EC's VCC connection to
CONFIG_IT83XX_VCC_1P8V for asurada baseboard.

BRANCH=none
TEST=boot to kernel on asurada. save ~1.5mw on rev1 board.
