casta : Blink red led to indicate low battery
When low battery(under 1%) is connected to system and ac is connected,
the system waits till RSOC becomes 1%. We need to notify user that
battery is charging to get enough power to power on.

BRANCH=octopus
TEST=flash EC, connect PD adapter and check if red led blinks
on low battery(under 1%)
