Kunimitsu: implement x86 power cycle on EC reset
Ported the patch from Glados.

TEST=Manually tested on FAB4 prototype.
'reboot' from EC console & 'ectool reboot_ec' from Kernel console
cuts the DSW power rail while rebooting.
