zephyr: modify timer for more precision
Change CONFIG_SYS_CLOCK_TICKS_PER_SEC to match our timer3 frequency
for more precise timing (1 tick ~= 30.5us).

BRANCH=none
TEST=on hayato, console cmd "gettime" twice
and compare to my timer time
