kevin: Disable hostcommand debugging
kevin EC console output is very spammy, as EC_CMD_MOTION_SENSE_CMD
is called every 100ms. Even when hcdebug is set to off, we still
get command errors.

TEST=make buildall -j
TEST=Flash kevin EC, see that output is fairly quiet.
