Extend INA231 driver to support INA219 on Plankton
The register format of INA231 and INA219 are very much alike. In our use case, we only need to use different coversion coefficient. BRANCH=None BUG=chrome-os-partner:32764 TEST='ina 0' on Plankton V2. TEST=Build twinkie.
