bb_retimer: Add .set_idle_mode support
This updates the BB driver to support the recently introduced
.set_idle_mode() interface.
Also, the existing bb_retimer_set_usb3() interface is implemented using
this new .set_idle_mode() interface. bb_retimer_set_usb3() will be
removed when callers are updated to use the new interface.
