zephyr: mtlrvp: Enable VBUS_MEASURE_CHARGER option
The legacy config.h silently enables using the charger to measure VBUS
when a compatible charger is enabled. Explicitly enable
CONFIG_PLATFORM_EC_USB_PD_VBUS_MEASURE_CHARGER to remove the hidden
dependency on config.h
