zephyr: volteer: Add fan
Add fan setting to the Volteer dts file and implement npcx-specific fan
part.
Delete also fan stubs which are not needed now.

BRANCH=none
TEST=build Zephyr on Volteer
TEST=Run "fanset"/"fanduty" commands and check with "faninfo" if the fan
follows the command. Then run "fanauto" and verify that the fan controls
the temperature correctly.
