EC: Add smart battery firmware update driver
Ref: Common Smart Battery System Inferface Specification v8.0.
- Added 2 new AP->EC Command APIs
EC_CMD_SB_FW_UPDATE, EC_CMD_ENTERING_MODE
- Implemented common smart battery update drivers.
