nissa: reduce max PD voltage on SM5803 to 15V
Silicon Mitus have stated that VBUS transients at nominal 20V can damage the SM5803 and recommended that the maximum VBUS voltage be limited to 15V to prevent damage. BUG=b:230712704 TEST=Nereid negotiates 15V even when connected to a 60W charger that supports 20V supply.
