it83xx: gpio: set input voltage 1.8v by pin
At the original implementation, we would miss 1.8V configuration
if the param 'mask' includes two or more bits. So we fix it.

TEST=on bip, the settings of input voltage 1.8v selection register
and the declarations of GPIO signal in gpio.inc are matched.
