TCPMv2: Call into PD Vbus check
Since not all boards detect Vbus through their TCPC, call into the PD
Vbus check function when checking Vbus during a power role swap.

BUG=None
TEST=on kindred (with PPC Vbus detection), verify power role swap
completes without crashing the EC
