nocturne: Turn on UHALL_PWR_EN by default.
UHALL_PWR_EN needs to be enabled when the EC comes out of reset so that
the top hall sensor is active when the EC boots.

TEST=Verify after EC reset that UHALL_PWR_EN is high.
