wheatley: remove wheatley board driver since running out of code space.

According to the results of "make buildall" on ToT, wheatley is also
running out of code space on npcx5m5g. And we ran out of code space
on wheatley in CL 1098864. The following is the result of "make
buildall".

In order to prevent it blocks the development of nuvoton ec drivers
(wheatley is used for Nuvoton testing only.), this CL removes it from
ToT and the following is the result of "make buildall".

buildall completed successfully!
