zephyr: zmake: add board-specific DTS overlays
Allow board-specific DTS overlays to be placed at
zephyr/dts/board-overlays/${BOARD}.dts in any module. Zmake will find
the file and append it to the DTC_OVERLAY_FILE list when discovered.
