zephyr: driver: add CROS_RTC api
Add Real-Time Clock (RTC) API for Zephyr OS-based ec. Currently, Zephyr
doesn't provide setting RTC value functionality in the counter driver
api interface. Hence, a cros RTC api provides the low-level driver
interface related to it and the others used in cros ec.
