mtlrvp: Enable S0ix error recovery conf
This enables S0ix error recovery for intel rvp platform using native
power sequencing.

BRANCH=none
TEST=zmake build mtlrvpp_npcx
'powerd_dbus_suspend' on AP and observed timeout and hang
detected through EC logs.
