In the interest of making long-term branch maintenance incur as little
technical debt on us as possible, we should not maintain any files on
the branch we are not actually using.
This has the added effect of making it extremely clear when merging CLs
from the main branch when changes have the possibility to affect us.
The follow-on CL adds a convenience script to actually pull updates from
the main branch and generate a CL for the update.

This was added to baseboard.c but does not seem to be there
anymore. The GPIOs are needed to enable USB-A after XHCI is
completely initialized.

The I2C port numbers for the PMU and BC1.2 were hard coded. This caused
an incorrect port lookup when running the zephyr-ec image.

Move this code into a new file so that zephyr can build it as well as
ECOS.
Put the definition of board_get_sub_board() at the top so we don't
need the forward declaration.
