Set the RA and RD on CC1 and CC2 of a Vconn Powered
Device during the Disc. ID phase.

In Zephyr CONFIG_FLASH_SIZE is a Kconfig value that is used
throughout. The issue is that the units don't match. In
Zephyr the value is in KiB instead of bytes. This refactor
simply renames CONFIG_FLASH_SIZE in platform/ec to include
the unit (via _BYTES).

The TCPMv2 stack defaults to PD2.0 functionality. Defining
CONFIG_USB_PD_REV30 enables PD3.0 functionality.

The three USB device configurations describe more than just the Type-C
layer, so remove the _TYPEC part within the define. This is also in
preparation to change how the usbc build.mk includes files.
This was performed with the following commands:

The current use of the PD Config Flags are a bit confusing and
has been changed to the following:
The CONFIG_USB_POWER_DELIVERY flag is used to enable and disable
the TCPMv1 and TCPMv2 stacks. And when CONFIG_USB_POWER_DELIVERY
is enabled, one of the following must be enabled:
CONFIG_USB_PD_TCPMV1 - legacy power delivery state machine
CONFIG_USB_PD_TCPMV2 - current power delivery state machine

Certain SKUs of certain boards have lesser number of USB PD ports than
defined by CONFIG_USB_PD_PORT_COUNT. Hence rename
CONFIG_USB_PD_PORT_COUNT as CONFIG_USB_PD_PORT_MAX_COUNT.

- OBJ is renamed to context (CTX) for current and last state
- State definition now includes its parent (no need for the boiler
plate function that takes in a signal)
- The init_state, set_state, and exe_state have been re-written to take
advantages of new state machine definition. I had to add more logic to
handle hierarchical states fully.
- Explicitly create the USB states at the bottom of the file with all
of the statics. Don't need to use macros (even though I did suggest them)
- Use NULL when we do_nothing instead of calling into a function
- Created a "private" enum in the C file that lists all of the states
in the file, that we can use to refer to a state (it is also the
index into the states array for that state).
- Changed prototype of state function to return void, since we aren't
really using the return value and it cleans up a lot of return 0 that
aren't needed.
- Add const to int port since we can and should
- Moves struct definition to implementation file only to keep
implementation details private. We can access data through accessor if
needed.

The upcoming change of the set of gcc invocation flags would trigger a
warnings about a potentially uninitialized variable use.
Even though the variables are guaranteed to be initialized in the two
cases being touched, let's just pacify the compiler so that in places
where it is important we do get the uninitialized variable warning and
compilation failure.

using new Type-C/PD State machine stack.
