In the interest of making long-term branch maintenance incur as little
technical debt on us as possible, we should not maintain any files on
the branch we are not actually using.
This has the added effect of making it extremely clear when merging CLs
from the main branch when changes have the possibility to affect us.
The follow-on CL adds a convenience script to actually pull updates from
the main branch and generate a CL for the update.

This optional console command is enabled with CONFIG_USART_INFO_COMMAND.
It will display and clear dropped character and overrun counts for all
configured USARTs.

This unifies all the EC header files to use __CROS_EC_FILENAME_H
as the include guard. Well, except for test/ util/ and extra/
which use __TEST_ __UTIL_ and __EXTRA_ prefixes respectively.

Previously the STM32F3 support was non-functional due to
it being a cut and paste of the STM32F0, and the clocks
are not set up the same way on the two platforms. Also,
the STM32F initialization code was incorrectly calling
the F0/L buad rate setup code.
This change has the variant specific USART code pass the
input frequency to the baud rate divisor clock to the
baud rate setup code, instead of that code calling
clock_get_freq() to determine the input clock frequency.
This is required because the STM32F3 is not configured
such that the clock_get_freq value and the input to
the USART baud rate divisor match.
