In the interest of making long-term branch maintenance incur as little
technical debt on us as possible, we should not maintain any files on
the branch we are not actually using.
This has the added effect of making it extremely clear when merging CLs
from the main branch when changes have the possibility to affect us.
The follow-on CL adds a convenience script to actually pull updates from
the main branch and generate a CL for the update.

Rename atomic_read_clear to atomic_clear to be consistent with the rest
of the atomic functions, which return the previous value of the
variable.

It is done as a part of porting to Zephyr.
Since the implementation of atomic functions is done for all architectures
use atomic_* instead of deprecated_atomic_*.
Sometimes there was a compilation error "discards 'volatile' qualifier"
due to dropping "volatile" in the argument of the functions, thus
some pointers casts need to be made. It shouldn't cause any issues,
because we are sure about generated asm (store operation will be
performed).

Since pretty much always, we've declared console commands to take
a "longhelp" argument with detailed explanations of what the
command does. But since almost as long, we've never actually used
that argument for anything - we just silently throw it away in
the macro. There's only one command (usbchargemode) that even
thinks it defines that argument.
We're never going to use this, let's just get rid of it.

Everything builds. Since we never used this arg anyway, there had

This DMA receiver uses a separate small circular buffer to DMA into.
This allows the DMA transaction to be made circular, and thus it does
not require the interrupt latency to be low enough to setup the next
transfer before the next character comes in.
Additional diagnostics output have been added to the usart_info console
command to facilitate tuning of the FIFO size.

This optional console command is enabled with CONFIG_USART_INFO_COMMAND.
It will display and clear dropped character and overrun counts for all
configured USARTs.
