In the interest of making long-term branch maintenance incur as little
technical debt on us as possible, we should not maintain any files on
the branch we are not actually using.
This has the added effect of making it extremely clear when merging CLs
from the main branch when changes have the possibility to affect us.
The follow-on CL adds a convenience script to actually pull updates from
the main branch and generate a CL for the update.

This change updates the queue_get_write_chunk and
queue_get_read_chunk logic to return an updated queue_chunk.
The new chunk uses a void * for the buffer and replaces length
with count. This more tightly aligns to how the rest of the
queue functions operate. Further, it adds the ability to
offset the write chunk. This is important as it allows wrapping.
For example:
With a queue of 8 units, 1 byte each. Assume H=2, T=5. Previously,
we were only able to ever get the 3 bytes at 5-7. Using the offset
of 3 though, we can now also get the 2 byte write chunk 0-1.

Nobody is calling the flush function for consumer_ops structure,
so let's remove it to save flash space, until we find a use for it.

This adds a new transmission implementation for the multi UART driver.
It is a DMA based transmitter that can directly read from the TX queue
with zero copy overhead. The DMA channel used as well as the maximum
DMA transmission size are configurable per UART at the board level.
This also updates the Ryu AP UART to use DMA transmission.
