In the interest of making long-term branch maintenance incur as little
technical debt on us as possible, we should not maintain any files on
the branch we are not actually using.
This has the added effect of making it extremely clear when merging CLs
from the main branch when changes have the possibility to affect us.
The follow-on CL adds a convenience script to actually pull updates from
the main branch and generate a CL for the update.

Fix queue used in USART TX of STM32 interrupt handler. It was using
producer queue instead of consumer, which resulted in no data
transmitted through usart.

TEST=Flash servo_v4p1 and run servod without board parameter.
There should be no error like:
ServoUSBkm232Handler - ERROR - Atmega KB offline:
failed to communicate.
TEST=Flash servo_v4p1.
Connect DUT charger to servo_v4p1 and servo to DUT.
Run servod with board specified.
Enable keyboard emulator: dut-control init_usb_keyboard:on
Execute in terminal:
socat readline $(dut-control atmega_pty | cut -d: -f2)
Writing any data should result in random characters appearing
on DUT.

so let's remove it to save flash space, until we find a use for it.

This DMA receiver uses a separate small circular buffer to DMA into.
This allows the DMA transaction to be made circular, and thus it does
not require the interrupt latency to be low enough to setup the next
transfer before the next character comes in.
Additional diagnostics output have been added to the usart_info console
command to facilitate tuning of the FIFO size.

In order to support DMA transfers in one or both directions the usart
driver needs to be configurable with producer/consumer operations and
interrupt handler functions. These are now packaged up in the usart_rx
and usart_tx structs, and versions for interrupt driven RX and TX are
provided.
