When a debug accessory is connected to the type-C port while the write
protection is enabled, put the case closed debugging in "partial" mode
rather than "full".
Update the "partial" mode to provide read-only access to the AP and EC
consoles.

This unifies all the EC header files to use __CROS_EC_FILENAME_H
as the include guard. Well, except for test/ util/ and extra/
which use __TEST_ __UTIL_ and __EXTRA_ prefixes respectively.

Enable partial CCD mode on ryu and verify that it is
enumerated by the host correctly, but doesn't respond
to console input, and doesn't generate output.
Enable full CCD mode on ryu and verify that it is
enumerated and that the console works as expected.
Verify that the console still works by default on the
discovery-stm32f072 board.
