The TCPMv2 stack defaults to PD2.0 functionality. Defining
CONFIG_USB_PD_REV30 enables PD3.0 functionality.

Use separate buffers for transmit and reception of PD
messages. This prevents the potential corruption of PD
messages waiting to be transmitted when an unexpected PD
message is received

Tested hatch device and powered dock. Used total phase
to verify that transmitted messages were not corrupted
by unexpected message reception.

Certain SKUs of certain boards have lesser number of USB PD ports than
defined by CONFIG_USB_PD_PORT_COUNT. Hence rename
CONFIG_USB_PD_PORT_COUNT as CONFIG_USB_PD_PORT_MAX_COUNT.

Implement Chocodile Charge-Through Vconn Powered firmware for mcu
using new Type-C/PD State machine stack.

Charge-Through was tested on an Atlas running a DRP USB-C/PD state
machine with CTUnattached.SNK and CTAttached.SNK states.
