Now that we've removed boards from ToT, also delete board-specific
code used only by the removed boards.
There are still more things to remove (unused charging chips, LED
drivers, COMx support). More CLs coming.

This is to add llama board support:
- new files in board/llama folder, including battery.c and led.c
- new file power/mediatek.c, which is mostly based on power/tegra.c
- modified flash_ec for llama board
- disable tests for llama board.

With this change we can use power event to configure sensors
and trigger motion detection in suspend.

For the better naming for power/common.h, we rename CONFIG_CHIPSET_X86
to CONFIG_POWER_COMMON (no one is actually using it). But keep
CONFIG_CHIPSER_TEGRA for power/build.mk.

The common/ subdir was getting cluttered. Move drivers for external
components to a new driver/ tree, and move what used to be called
chipset_*.c to a new power/ directory.
This does not move/rename header files or CONFIG options. That will
be done in subsequent steps, since moving and modifying .c files in
the same CL is harder to review.
