In the interest of making long-term branch maintenance incur as little
technical debt on us as possible, we should not maintain any files on
the branch we are not actually using.
This has the added effect of making it extremely clear when merging CLs
from the main branch when changes have the possibility to affect us.
The follow-on CL adds a convenience script to actually pull updates from
the main branch and generate a CL for the update.

I noticed earlier that the --coverage flag was missing from the link
command, and added it to ldd/linker_flags.cmake, but I realize this is
a better fix, as it will pick up all compiler specific link flags in
zephyr.

Zephyr has a linker config for clang, but we don't use that and instead
have our own linker definition for ld.lld. If you have code coverage
enabled, the --coverage flag is missing from the link step. This fixes
that.

This provides a definition for an LLVM toolchain, which acts as a
chroot host-based toolchain. This is for compiling unit tests and the
posix-ec project, not for real devices.
We need this to enable unit tests and posix-ec build in the commit
queue, since Zephyr SDK is not available in the chroot.
