Add the support for SHI (Serial Host Interface) driver. This is used to
transfer host commands between EC and ARM-based AP.

This implements cros_rtc_npcx driver for Zephyr OS-based EC. For the
NPCX7 chip, NPCX Monotonic Counter(MTC) provides a time-keeping
function with a resolution of one second. MTC is selected to implement
the cros_rtc_npcx driver.

Add a driver that implements the cros_flash interface on the npcx
chip.

TEST=pass build with related patches.
TEST=combine with related patches, use console commands to test all the
implemented flash APIs.

NPCX keyboard scanning module is supported by up to 18 open-drain
output signals and 8 input signals. Switch-based keyboard matrices are
supported by Schmitt trigger inputs that have internal pull-up
resistors. For power efficiency, the inputs include interrupt and
wake-up capability so that pressing/releasing keys can be identified
without scanning the keyboard matrix in either Active, Sleep or Deep
Sleep power state.
The CL also includes:
— Add npcx cros_kb_raw device tree declarations.
— cros_kb_raw api implementations
- Enable Volteer keyboard scan task
